The Pitfalls of Humanitarian Action in a State-Centric Legal System

The 21st century arrived with its unique promises and challenges.  The spread of terrorism and non-international armed conflicts, failed states and illiberal democracies became a post-Cod War reality.  In this era of uncertainties, as crisis after crisis unfolds, Non-State Armed Groups (NSAG) and the problem they pose to the state-centric system have become more visible than ever.
